Lost Credit Card Settlement

I had a ICICI credit card which was lost when I was out of India in 2006. I reported the loss of credit card, but there were already some fraudulent transactions (Cash transaction through ATM in Euros).
I reported FIR at Police department, and then I filled up and signed the dispute form and sent it alongwith FIR scanned copy to bank

The amount withdrawn through ATM (in Euros)  was more than the Cash withdrawal limit and Credit limit (in INR) against my card.
Also the money was withdrawn thr ATM even though I myself do not remember the ATM transaction PIN.

The bank is not replying to the above queries.

Independent inquiry from same bank clarified that Amount greater than credit limit cannot be withdrawn thr ATM irrespective of Currency.

However bank stated that dispute was settled in their favour without having a word with me.
New officer has now taken over the case from the one with whom i interacted initially.
The bank is now sending me legal notice for same.

I would like to know following things.,

1) what are the rules and regulations set by RBI for such fraudulent transactions (withdrawal thr ATM) and responsibility of Card Issuer Bank.
2) how do i respond to legal notice.

Please guide me how I can proceed with this issue?
